United States Coast Guard (USCG)
USCG regulations apply to all vessels entering US Coastal waters, and requires that each vessel has the capability to perform crew drug and alcohol testing within 3 hours of a reportable incident

International Maritime Organization (IMO)
The IMO sets standards for the operation of vessels at sea and from this the ISM, The International Safety Management Code, was formed. The ISM Code provides recommended standards that should be adopted in order to safeguard against 'identifiable risks.’ including those of drug and alcohol misuse.
