Concateno Criminal Justice DivisionThe Concateno Criminal Justice Division specialises in the provision and management of large scale Government contracts for the UK Police and HM Prison services. These programmes are designed to break the link between drugs and crime.

Concateno supplies the three primary Police and HM Prison contracts in England and Wales. These are:

  • HM Prisons Service Compact Based Drug Testing
  • HM Prisons Service Mandatory Drug Testing
  • Home Office Drug Interventions Programme on-site testing and laboratory confirmation testing

We also work with HM Prison Service’s Integrated Drug Treatment Service teams to provide drug, alcohol and blood borne virus testing.

Concateno holds the contract to provide drug testing for the HM Prison Service Mandatory Drug Testing programme, which randomly tests prisoners to track drug use within prisons and to determine which types of drugs are being used.

Concateno supplies the kits used to collect the samples, provides a courier service to transport them and analyses the urine in our specialist UKAS accredited laboratory.

The easy to use collection kits make it simple to collect a sample, package it with the corresponding paperwork and send it to our laboratory. Samples arrive at the Canary Wharf laboratory under full chain of custody. The contract covers all prisons in England and Wales.

Concateno holds the contract to provide drug testing for the HM Prison Service Compact Based Drug Testing (CBDT and formerly known as Voluntary Drug Testing).

The programme uses Concateno’s on-site rapid urine tests. These tests confirm that the prisoners are staying drug free, in compliance with an agreement signed by each prisoner who enters the programme.

The Concateno POC urine tests have been used for this testing programme since March 2000. The contract covers all prisons in England and Wales.

Concateno holds the contract to provide drug testing for the Home Office’s Drug Interventions Programme.

Started in 2001, this initiative aims to break the link between Class A drug use and associated acquisitive crime by diverting offenders away from custody and into treatment.

Anyone who is arrested for a trigger offence is tested for opiates and cocaine in a custody suite. The test is carried out using Concateno’s Cozart® DDS®, an oral fluid device that tests for the two drugs in 90 seconds. Those who are charged and found guilty will have any positive test results taken into account when a sentence is passed. Some offenders may then receive a community sentence that includes attending drug treatment and compulsory drug testing, instead of a custodial sentence.

Testing as part of DIP is conducted in 173 police stations selected by the Home Office. Concateno has been the sole supplier of the tests used in custody suites as part of the DIP since the pilot in 2001. By the end of 2009 more than one million tests had been conducted under this programme.

The Integrated Drug Treatment Service (IDTS) aims to integrate clinical and psychological treatment in prisons into a single system that works to the NTA’s (National Treatment Agency) Models of Care & Treatment Effectiveness Strategy.

Concateno supplies a range of products and services to IDTS teams, including our on-site urine tests and the Cozart® DDS. Concateno’s blood borne virus testing service is used extensively across the Prison Service within IDTS, as prisoners are at a particularly high risk of contracting Hepatitis C.

Concateno’s Healthcare Division specialises in working with IDTS teams to provide the right package of testing products and services.
